About UsFounded in 2009, Refill Management Systems, LLC, addresses the significant burden that medical practices face in managing prescription refills through their flagship product Protocol Rx. The founding partners, some of whom are practicing physicians, have eight years of experience designing EMR workflows and refill protocols, as well as ten years experience with software development. From his foundation of 8 years of work flow design experience, Dr Patch guided his practice’s transition from paper to cutting edge use of health information technology, including the use of Protocol Rx. Dr. Patch has also provided product development and consulting services to a Fortune 500 company and to a major electronic health record vendor.
Before medicine, Dr. Patch worked in the natural gas industry managing and marketing natural gas supplies for major New England power plants. Christopher Claudio
As a student at the University of Maryland, Chris started a small business supporting corporate networks and developing web applications. Following graduation, Chris joined The Laser Center where he designed and implemented a network connecting more than 30 locations in the US and Canada. Chris then joined Computer Sciences Corporation in Bath where he designed and implemented a complete multiple domain environment supporting more than 2,500 users worldwide while also providing technical guidance to the onsite support team at Bath Iron Works.
During his work with Maine businesses in the 90’s, Chris recognized that there was a need for on demand IT expertise and cofounded Winxnet with Michael Williams. Chris continues his work with clients today focusing on customized managed services programs and finding ways for companies to reduce IT costs. His most recent cost saving focus is integrating Microsoft Unified Communications for New England based companies.
Chris is passionate about serving his community as well and in particular has a devoted interest to Big Brother Big Sisters where he serves on the board and various committees. Chris also enjoys spending time with his family and either boating or fishing along the coast of Maine. He is an avid sports fan, running in local road races in addition to skiing, playing football and basketball as often as possible.

An IT veteran, Jason worked as a lead application developer and Oracle database analyst in the Government Services Division of American Management Systems (AMS) in Fairfax, VA. He led teams as part of large scale implementation and data conversion projects centering on the companies state tax revenue management system.
After a short stint at the United States Pharmacopeia (USP) in Rockville, MD, Jason was recruited as an Oracle DBA for the Hussey Seating Company in North Berwick, ME. At Hussey, Jason led projects centered on improving the performance of the Oracle ERP and the development of a company portal to automate the processes of quoting, ordering and international supply chain management.
As the Senior SharePoint Consultant, Jason provides leadership and guidance for clients at the start of the planning process as well as ongoing support on new initiatives for existing implementations. He has been working with SharePoint for the past 10 years providing expertise for a range of needs from enterprise content management for large multinational corporations to small team collaboration for US Senate re-election campaigns.
Before his career as an IT professional, Jason worked as a Russian translator for the Maine Education and Training Export Partnership (METEP) and for USAID’s Partnership for International Education and Training in Washington, DC.
Jason lives in Cumberland, Maine with his wife Jennifer and two sons, William and Adam. Michael Williams
Michael graduated Summa Cum Laude from Providence College with a B.A. in Psychology. Prior to his career in IT, Michael worked in the Neuropsychiatry lab at the University of Rochester conducting medical experiments. His interest in the information technology field grew as a result of his IT-dependent research.
He began to pursue a career in IT at Computer Sciences Corporation where he was elected chairman of the Active Directory and Exchange focus groups for a project involving General Dynamics, Avondale Industries, and Raytheon. As one of the first certified Microsoft engineers in the State of Maine, Michael led the migration from Novell to Microsoft at Bath Iron Works.
Michael recognized a need for that same Fortune 500 level IT support for Maine small businesses and cofounded Winxnet with Chris Claudio. Today, he maintains professional relationships with clients throughout New England and provides trusted guidance for ongoing and critical IT decisions. He has established these partnerships through a dedication to understanding clients’ unique needs and assisting them in reaching their corporate goals with the effective use of IT. Michael still retains the passion he developed for technology-based medicine at the University of Rochester and now is a trusted IT advisor for numerous medical practices in the area.
He has been an avid sports fan since the days Fran Tarkenton scrambled on the gridiron, and Bucky Dent borrowed a bat in ’78 (although this is kept quiet in Red Sox nation). Michael enjoys tinkering with his ‘67 Mustang, hiking, camping, and kayaking.
Michael lives in Harpswell, Maine with his wife Lori and their three children: Juliet, Caleb, and Reilly. |
